Legislative Districts

Clark County Legislative Districts Map

Washington State has 49 Legislative Districts, or LD’s. They are geographical areas defined each 10 years based on the population data from the census. They are designed to provide equal representation for citizen population. Each LD elects 2 State Representatives for the State House of Representatives, and 1 State Senator for the State Senate. A typical LD may have 50,000-80,000 voters in it.

Clark County contains all of the 17th and 49th LD’s, and part of the 14th and 20th Legislative Districts. A map is available on the next page.

Each LD elects a Chair, Vice-Chair, Secretary, Treasurer and a male and female State Committeeperson. The State Committeepersons represent their LD and vote at the state party meetings.

The LD is divided into Precincts based on population. A typical LD may have 60 Precincts. These neighborhood areas have a Precinct Committee Officer, or PCO, position available. The Precinct Committee Officers are elected by filing their intent and having their name placed on the primary ballot in even numbered years. Then they are elected by the voters in their Precinct.  By State law (RCW 29A.80.51) to be declared elected, the separate party candidates for these offices must receive at least 10% of the number of votes cast for the candidate of his/her party that received the greatest number of votes in that precinct. [State law changed on March 14, 2012]. The term is 2 years and commences on the first day of December following the election.  The PCO’s have voting rights to elect officers in the LD and in the County organization.

The function of the Precinct Committee Officer is to organize a group of like-minded neighbors in their precinct to identify the political leanings of the voters in their precinct and to provide those voters with political information at election time, ie, to get Democrats elected.

The County organization locally is the Clark County Democratic Central Committee, or CCDCC. It has elected officers: Chair, Vice-chair, Secretary, Treasurer, and male & female State Committeepersons. The county organization hosts many events like the organized presidential caucuses, the county/LD conventions, the local campaign headquarters, the Clark County Fair booth, and the Jefferson Jackson Dinner & Auction. Participants in organizing and staffing these events come from all over the county.
